Network of Aegean Islands for Sustainability – DAFNI

DAFNI is the coordinator of the SMILEGOV project. It is a network of insular local authorities aiming at a sustainable future for the islands of the Aegean Sea. It actually consists of 37 municipalities and communities from 30 Aegean islands. Every member is committed to plan and implement a number of sustainable activities within the key sectors identified and achieve a number of concrete targets, which are subject to external certification.

Its activities fall within the following key areas:

  • Promotion of a balanced economic growth in the islands taking into account environmental and cultural standards, as well as social concerns
  • Approach of the regional development through qualitative tourism, social participation and innovative structures
  • Exploitation of the potential of renewable energy sources of the islands and promotion of energy saving practices and rational use of energy principles, including public procurement.
  • Promotion of desalination units combined with renewable energy sources applications
  • Support to new waste and water management schemes


The DAFNI network consists of 37 municipalities and communities from 30 Aegean islands. Every member is committed to plan and implement a number of sustainable activities within the key sectors identified and achieve a number of concrete targets, which are subject to external certification.

In 2008, with the co-financing of the European Commission, the Aegean Energy Agency has been created in order to support DAFNI in energy issues, such as sustainable energy planning, maximisation of the renewable energy production in the Aegean Sea, promotion and facilitation of the dialogue between central administration, local authorities and investors etc.

In 2009 DAFNI has also become a Supporting Structure of the Covenant of Mayors scheme for the Aegean Islands and has developed sustainable energy action plans (SEAP) for the first group of its members (10 insular municipalities) that have signed the Covenant of Mayors agreement.

Finally, through its participation in National and European projects, DAFNI aims to facilitate the implementation of activities that have environmental and economic benefits for the local communities of the islands, to enhance employment and trigger local economies towards a sustainable economic growth.
