Local Councils’ Association (Malta)


The Local Councils’ Association is the single public authority that represents all 5 regions and 68 local councils in Malta and Gozo. The Association was established in 1994 through the issue of specific Regulations entitled: Local Government (Association) Regulations, 1994 with the aims of protecting and promoting the common interests of Local Councils as well as offering consultancy services.

The LCA is the only Supporting Structure of the Covenant of Mayors.  From the 68 Local Councils, 38 have already endorsed the Covenant of Mayors, with 19 of them submitting the SEAP Report to the Covenant of Mayors Office.

Since 2007, the Local Councils’ Association has set up a special unit to participate in EU funded projects and had participated successfully in more than 15 EU projects from the IEE, CIP-ICT PSP, INTERREG, MED, Italia-Malta, ENPI, Citizenship and other programmes.
